Fiscal Year (FY) 2023–24
The St. Johns River Water Management District’s FY 2023–24 Adopted Budget is $250.5 million. The budget was adopted at a public hearing on Sept. 26, 2023, for the fiscal year that begins Oct. 1, 2023, and ends Sept. 30, 2024.
The property tax rate for FY 2023–24 is 17.93 cents for every $1,000 of assessed property value. This is the 11th consecutive year that the District has reduced taxes. The adopted FY 2023–24 millage rate is about 9.17 percent less than the adopted FY 2022–23 millage rate. In addition to property tax revenues, the budget includes funding from state, federal, local and other sources, including revenue from timber sales, cattle leases, permit fees and interest earnings.
Under a 0.1793 millage rate, the owner of a $200,000 house with a $50,000 homestead exemption would pay $26.90 in property taxes to the District.
Budget highlights include:
- More than $75.6 million in cooperative funding to support water projects in economically disadvantaged rural communities and for innovative technologies, as well as springs and priority water body protection and restoration, water conservation initiatives with public water suppliers, and projects to enhance the reuse of reclaimed water, including state funding for:

- $13 million for alternative water supply projects
- $10 million for projects benefiting the Indian River Lagoon
- $6.7 million allocated for new springs restoration
- $53 million for the ongoing Black Creek Water Resource Development Project to provide up to 10 million gallons per day aquifer recharge in the Keystone lakes region
- $7 million in state funds for Lake Apopka’s continued restoration
- $1 million dedicated to districtwide resiliency projects
